Recently, the National Energy Administration of China and the Ministry of Science and Technology of China issued The14th Five Year Plan for Scientific and Technological Innovation in the Energy Field . The Plan puts forward the overall objectives of energy science and technology innovation during the 14th Five Year Plan period as follows: the existing major short board technical equipment in the energy field has basically achieved a breakthrough; the rapid rise of forward-looking and disruptive energy technologies, the continuous emergence of new formats and models, and the formation of a number of new advantages of energy long board technology; the energy science and technology innovation system that meets the requirements of high-quality development is further improved; energy technology innovation provides strong support and leads the high-quality development of the energy industry.
The Plan puts forward relevant specific goals from the aspects of leading the construction of new power system with the gradual increase of the proportion of new energy, supporting the active and orderly development of nuclear power on the premise of ensuring safety, promoting the clean, low-carbon and efficient development and utilization of fossil energy, and promoting the digital and intelligent upgrading of the energy industry.
Focusing on advanced renewable energy, new power systems, safe and efficient nuclear energy, the development and utilization of green and efficient fossil energy, and the digitalization and intellectualization of energy, The Plan determines the tasks of relevant centralized research, demonstration tests and application promotion, deploys relevant demonstration projects in the form of columns, and formulates a technical roadmap.
First, advanced renewable energy power generation and comprehensive utilization technology. It is proposed to focus on the development and utilization of renewable energy with large-scale and high-proportion, develop more efficient, more economical and more reliable advanced power generation and comprehensive utilization technologies of renewable energy such as hydropower, wind energy, solar energy, biomass energy, geothermal energy and ocean energy, and support the high-quality development and utilization of renewable energy industry; overcome the key technologies of high-efficiency hydrogen preparation, storage and transportation, filling and fuel cell, and promote the integrated development of hydrogen energy and renewable energy.
Second, the new power system and its supporting technology. It is proposed to speed up the strategic and forward-looking core technology research of the power grid, and support the construction of an advanced power grid that is smart and efficient and can adapt to the friendly grid connection of large-scale renewable energy and distributed power generation, the two-way interaction of source, network and load; break through the key technologies and core equipment of energy storage ontology and system integration, such as energy type and power type, to meet the development needs of energy storage in different application scenarios of energy system.
Third, safe and efficient nuclear energy technology. It is proposed to carry out research on the optimization of key technologies of third-generation nuclear power around improving the level of nuclear power technology and equipment and the economy of the project, and support the establishment of standardized models and model pedigrees; strengthen strategic and forward-looking nuclear energy technology innovation, and carry out research on key and core technologies of a new generation of advanced nuclear energy systems, such as small modular reactors, (ultra) high temperature gas cooled reactors, molten salt reactors, etc; carry out research on key technologies such as radioactive waste treatment and disposal, long-term operation of nuclear power plants, and life extension, and promote the sustainable development of the upstream and downstream of the whole nuclear energy industry chain.
Fourth, green and efficient fossil energy development and utilization technology. It is proposed to focus on enhancing the ability of oil and gas security, carry out key and core technology research in the fields of conventional and unconventional oil and gas exploration and development, transportation and refining, and effectively support the construction of oil and gas exploration and development and natural gas production, supply and marketing system. Focus on major needs such as green and intelligent coal mining, major disaster prevention and control, quality and classification transformation, and pollutant control, and form a green and intelligent technology system for efficient development and utilization of coal. Break through the bottleneck technology related to gas turbine and improve the technical level of gas-fired power generation.
Fifth, digital and intelligent technology of energy system. It is proposed to focus on the integrated development of new generation information technology and energy, carry out research on common and key technologies of digitalization and intellectualization in the energy field, promote the deep integration of traditional industries such as coal, oil and gas, power plants, power grids, etc. with digitalization and intellectualization technology, carry out pilot demonstrations of the integration of various energy plants and stations and regional smart energy systems, and lead the transformation and upgrading of the energy industry.
